This study is designed to build up a set of appropriate elementary school moral management index & its index essence in order to provide schools and teachers with having the clearer indexes to assist in their implementation of promoting the moral education and further facilitating the enforcement of the moral education in school. To that end, the researcher first explores the related domestic and foreign literature. After advanced analysis, exploration and summarization, the prototype of elementary school moral management index & its index essence structure is initially drawn up. The Delphi Technique Study Method is adopted to obtain the amended opinions of the study participants towards the moral management index and its essence. The main findings in this study are as follows:
I. In respect of Index Nature
( I ) 78.57% of the moral management indexes, built up in this study, is accepted as the primary indexes , while 21.43% is deemed as the secondary indexes . It is evident that these indexes are possessed of very high application value in terms of the practical operation of the elementary school moral management.
( II ) Individually judging from the index dimension, the concrete index namesof such items as teachers teaching index dimension as well as students performance index dimension are all evaluated as primary indexes . Apparently, the performance of both teachers and students indeed plays a significant role in concerning whether the school moral management is successful or not.
II. In respect of Importance Degree of Index :
( I ) As far as the index dimension is concerned, the concrete index name of the item of the teachers teaching index dimension is assessed as very important index . Obviously the teachers teaching and professional performance does really take on a major part in helping students and supporting the school moral management.
III. Sequence of the Entire Indexes:
For making arrangements of the entire indexes, subject to how big or small the mean of the importance degree of index is , the index of the living education ranks as the highest one and arranges in the first place.
Finally, pursuant to the findings of this study, the researcher proposes the relevant suggestions to serve as the reference for the schools and the teachers in managing and promoting the moral education and the future research.
